William R. Broz, P.E., LEED AP
Mr. Broz is Associate Vice President for the Construction Claims Services Practice in California. He is a registered mechanical engineer and a LEED AP with over 30 years of design, construction and claims experience. He has been a principal in his own design firm and has provided expert services for a variety of project types including educational, commercial, correctional, industrial, and hospitality. His experience includes forensic investigations, expert testimony, deposition, and trial.

Rick Cianfaglione, PSP
Mr. Cianfaglione is a Claims Analyst for ARCADIS’ northeast region. He has a decade of extensive field experience as a superintendent on major projects ranging from $1 million to $300 million. He has worked on a wide variety of projects including schools, convention centers, highways, hotels, municipal buildings and stadiums. He routinely performs a variety of construction consulting services including the analysis of construction defects, evaluation of extra work and productivity claims, and the assessment of responsibility for project delays. Mr. Cianfaglione has a B.S. in Construction Management from Wentworth Institute of Technology in Boston, Massachusetts and is a Certified Planning & Scheduling Professional by AACE International.

Roy J. Cooper, P.E.
Mr. Cooper is Vice President for ARCADIS and leads the Construction Claims Services in the eastern United States. His 20 years of construction experience includes consulting to sureties dealing with troubled projects and the analysis and review of complex construction claims from the beginning stages through trial support and expert testimony. He has also been a successful project superintendent and engineer on high profile projects where he was responsible for all aspects of construction. In addition to his practical hands-on knowledge of construction principles and management and how they relate to distressed projects, Mr. Cooper has a B.S. in Civil Engineering from Michigan Technological University and a MBA from the University of Connecticut.

Brian Goodreau, PSP
Mr. Goodreau is a Claims Analyst for ARCADIS’ northeast region. He is a Planning & Scheduling Professional by AACE International and has nearly a decade of experience including construction supervision, estimating and scheduling. He has worked on a variety of projects such as highways and bridges, heavy rail construction, educational facilities and municipal buildings. Mr. Goodreau provides consulting services including CPM schedule quality controls, delay claim avoidance and evaluation, change order negotiations as well as management of documents and information. Mr. Goodreau has a B.S. in Construction Management from Central Connecticut State University and is an Associate Constructor with the American Institute of Constructors.

Patrick Kelly, PSP
Mr. Kelly has more than 15 years in construction management and government contracting for transportation, facilities, and critical structures assignments, providing project controls, scheduling, and disputes resolution services, for contractors and owners in small and large construction projects at the federal, state, and local level. He has provided forensic schedule analysis and litigation support on construction methodology, cost analysis, and delay/disruption issues. Mr. Kelly has also written several articles on scheduling and delay analysis, and has provided training to schedulers and analysts in a variety of forums.

Steven Koller
Mr. Koller is a Claims Analyst for ARCADIS. He brings more than 25 years of experience in the construction industry. While working for a contractor he has experience in estimating, project management and supervision from initial project inquiry through project completion on highway, bridge, building and telecommunication projects. For the past 12 years, he has provided consulting services including claim evaluations, analysis of construction defects and litigation support. Mr. Koller has a BS in Industrial Technology with a specialization in construction from Central Connecticut State University.

John C. Livengood, Esq., AIA
Mr. Livengood is Associate Vice President for ARCADIS. He is a registered architect with more than 34 years of experience in architectural design, project management, design analysis, and document preparation. He is also an attorney experienced in construction litigation, government contracts, claims analysis, international contracts and arbitration, and a variety of projects that include office buildings, sports stadiums, warehouses, educational institutions, hospitals, wastewater treatment plants, industrial facilities, correctional facilities, roadways, military bases, airfields and air terminals, rapid rail facilities, railroad stations, high-power lines, bridges, microwave communication facilities and powerplants, as well as small residential projects, garden apartment buildings, and high-rise apartment buildings. As an expert witness, Mr. Livengood has testified in court proceedings before boards of contract appeals and in arbitrations on scheduling issues, damages and causation issues.

Kevin Ouellette, P.E.
Mr. Ouellette is a Senior Consultant with ARCADIS. He brings more than 30 years experience in the construction industry. During his career he has directed teams of architects, engineers and contractors in the development of cost-to-complete estimates, preparation of expert reports, construction supervision and claim analysis. Mr. Ouellette has worked on such unique projects as the Washington Monument and the Capitol Building Dome in Washington, D.C. He is a Professional Engineer in Connecticut, and has been licensed as a contractor and certified as a safety professional.

Victoria Pancoast, CPSM, LEED Green Associate
Victoria Pancoast is a Marketing Manager for the PMCM Division of ARCADIS. She has more than ten years of marketing experience in the construction industry. She is a 1996 graduate of Marist College with a B.A. in Communications with a concentration in Journalism. Ms. Pancoast is a member of the Connecticut Chapter of the Society for Marketing Professional Services, is a Certified Professional Services Marketer, as well as a LEED Green Associate.

Amy Phillips
Ms. Phillips is the Construction Claims Services Marketing and Business Development Director. She has more than 29 years of experience in development, design, construction and litigation support, including public sector experience with airports, multimodal transportation portals and convention centers. Additionally, Ms. Phillips has extensive expertise in the private sector including lodging, leisure, retail, entertainment, corporate, commercial and mixed-use development. Her vast experience has lead to multiple speaking engagements at various industry and trade groups, including the American Bar Association, Urban Land Institute, American Institute of Architects, Construction SuperConference and the Society for Marketing Professional Services. She has also guest lecturered at the University of California, Los Angeles; the University of California, Berkeley; Cal State Long Beach; Cal Poly Pomona; and George Washington University.

Eric Schatz, LEED AP
Mr. Schatz is a Senior Claims Analyst with more than nine years experience in the construction industry. He has worked as a Construction Manager, Claims Analyst and Surety Consultant on a variety of projects. He has a Bachelor’s Degree in Mechanical Engineering and a Master’s in Engineering Management from Dartmouth College. His experience includes evaluation and preparation of claims regarding construction delays, disruption, change orders, deficient work, design liability and payment over certification, administration of contracts, condition assessments, cost estimating, CPM scheduling and forensic audits. Given the nature and volume of today’s project record keeping, Mr. Schatz’s proficiency in technology and electronic document management is an indispensable asset on large claims and litigations. Mr. Schatz is a LEED Accredited Professional and a Certified Fraud Examiner.

Lee Schumacher, P.E., PSP
Mr. Schumacher is one of the leaders of ARCADIS’ Construction Claims Services practice in the eastern United States. He has been involved in the resolution of construction disputes and default/termination situations throughout the United States and Canada for nearly 30 years. He has extensive experience in the use of CPM schedules to evaluate delays, the quantification of productivity losses resulting from delays and disruptions on construction projects and architect/engineer liability. Mr. Schumacher has participated in numerous structured negotiations and mediations and has testified in court and before arbitration panels. Mr. Schumacher serves on the American Arbitration Association and the Alternative Dispute Resolution Center panels of arbitrators. He is a certified Planning & Scheduling Professional by AACE International.

Joseph L. Seibold, P.E.
Mr. Seibold is Executive Vice President for ARCADIS’ Construction Claims Practice. With more than 30 years of experience, he has served as a Construction Manager, Senior Claims Analyst and Expert Witness on a variety of public works projects such as ports; highways; rail and transit systems; buildings including correctional facilities, schools, and hospitals; as well as wastewater treatment facilities. He has provided expert testimony in all forums of dispute resolution on behalf of both owners and contractors, and has prepared and supervised the evaluation and calculation of construction-related delay and disruption damages on more than 100 projects. Mr. Seibold has participated in dispute resolution on behalf a variety of public sector owners, and his specific efforts have included providing assessments of potential exposure, recommending strategies to resolution and providing expert testimony.

Stephanie Turk, P.E.
Ms. Turk is a Senior Claims Analyst for ARCADIS. She has more than 25 years of experience in project and construction management. She is also experienced in providing claims review, damage analysis, and litigation support. Her strengths include working for the California Department of Transportation establishing project management processes and procurement within the District. Ms. Turk graduated with a BS in Civil Engineering from Stanford University, and went on to obtain her MBA from UCLA. She is a registered engineer in California.
