Construction claims are almost always the result of unintended consequences. The change order process is intended to resolve would-be-claims, and does with almost perfect capacity. Good CMs foresee and forestall many unintended consequences. If we all anticipated and allowed for the unintended nature of construction, we might have more flexibility in the change order process to realize all implications, and even fewer claims. Sounds like a plan with potentially unintended consequences.
