North Brandford Edward Smith Library—CT

ARCADIS was hired as the construction manager by the Town of North Branford to expand the Edward Smith Library. The project involved a 7,000 square foot addition to an existing 6,800 square foot building as well as various upgrades, such as window replacements to aid in energy conservation, sprinkler systems for added safety, air conditioning to meet contemporary environmental standards, enhanced electrical services to meet current standards, and updated communication and technology systems.

The interior of the existing facility was completely demolished, and the entire West elevation was removed to allow for the new addition. The site work consisted of a new septic tank with a leaching field, a new storm water detention system, concrete curbing and asphalt paving.

Due to the limited manpower within the Town of North Branford, the construction management (CM) team became a true extension of the community. From the outset of the project, the CM team clearly defined the budget goals of the Town and the overall construction make-up of the project. The CM team tackled the design process of the project with the architect to help limit the amount of time expenditure by the Town.

ARCADIS was in charge of coordinating the design requirements to meet the State Library Commission’s standards. This included obtaining all of the approvals by the State of Connecticut Library Commission and managing the ConnDOT permit process.

ARCADIS also conducted four estimates, a value engineering review, obtained the building permit, developed the bid, arranged all of the subcontractor site visits, managed the procurement of issue bidding documents, served as the reception of bids, and reviewed and issued recommendations to the North Branford Public Building Commission.

Additionally, ARCADIS created the project schedule and coordinated all on-site inspection with the Special Inspector and Town Building Official. The ARCADIS team was responsible for all construction operations. Upon project completion, it was the ARCADIS team that ensured all final applications for payment and approvals were obtained in a timely manner and completed the necessary close-out documents and provided support to the Town with the installation of furnishings and technological equipment.
