Western Virginia Regional Jail—VA

The Western Virginia Regional Jail Authority selected ARCADIS to provide program and construction management services for a new correctional facility to accommodate the overflow of state and federal prisoners surrounding Roanoke County. The new jail has a capacity of 805 inmates, with single- and double-bunked cells located on a 42-acre site. The Western Virginia Regional Jail is one of the first LEED-certified correctional facilities in the nation.

ARCADIS consulted with the owner’s legal team to create the RFP, evaluate proposals, select the contractor, and draft the first Public Private Educational and Infrastructure Act (PPEA) contract in Virginia for a corrections facility. The PPEA approach provided many benefits during the construction of the project including enhanced communications and providing unique incentives for timely completion.

ARCADIS’ scope of work included the review and evaluation of the PPEA proposal; composition of a Comprehensive Agreement; contract negotiations; Constructability Review of final construction documents; CPM Schedule analysis; establishment of Management Administration Plan (MAP); management of project controls for RFIs, submittals, payment, schedules and document administration; full time on-site construction management; lead construction progress meetings; conducted quality assurance; and coordinated special inspections.

Because construction took place near a cemetery, the project team had to develop a staging plan to ensure the preservation of the cemetery as well as the safety of the community. In addition, the site was bounded on three sides by the Roanoke River and on one side by a CSX rail line. ARCADIS developed an aggressive erosion and sedimentation control plan that trapped 100% of the storm water runoff in large retention basins without any discharge to the river.

The jail features natural daylight in the inmate common areas, a sophisticated food delivery system that allows for food to be prepared up to three days in advance, video visitation technology, touch-screen control of security functions, as well as a vacuum waste system that saves water and reduces waste.

In addition, the facility boasts a rainwater capture system that stores roof runoff in onsite underground cisterns. This provides cooling for the vacuum pumps, which in turn pre-heats incoming domestic water and then is treated and used in the facility’s laundry operations.
